The Forest Service is seeking comments to changes it has proposed to special use permits for outfitting and guiding. The changes are being made to support implementation of the National Forest System Trails Stewardship Act of 2016 which allows the agency to authorize and offset fees by the permittee’s costs for working on trails. The Forest Service will be adding Clause A-23 to the permits which defines the relevant terms. The agency will also be adding a new Appendix H which sets out the terms of the fee offset agreement, including the amount available for offset and the projects to be completed. Finally, the agency is adding a new Appendix I which is the form an outfitter must complete to apply for the fee offset. Forest Service Proposes Changes To Standard Permit Forms
The US Forest Service has issued a notice of its intent to make changes to most of its special use authorization forms, including permits for
